With toll plaza gone, property rates near Gurgaon expressway may jump

GURGAON: After the removal of the toll plaza, Gurgaon seems to have brought more than traffic to speed. According to real estate experts, dealers and builders, there is already increased activity in the real estate market and prices in Gurgaon could see an increase of about 10 to 20%.

"With the toll gone, Gurgaon has come closer to Delhi. From the investing and living point of view, Gurgaon properties are set to benefit from the toll removal and the impact is already showing," said Sanjay Khetarpal of Arambh properties.

Aakash Ohri, executive director, business development, DLF Home Developers, said: "The removal of the toll plaza is a major relief for daily commuters between Delhi and Gurgaon. This development not only enhances connectivity and ensures a hassle-free commute, it also adds to Gurgaon's existing infrastructure. Faster connectivity between Delhi and Gurgaon will also have a positive impact on the real estate market in Gurgaon, an area that has emerged as a global development hub with a great scope for future growth."

The areas which would directly benefit from the removal of the toll are Ambience Island, DLF Phase III, DLF Phase II and Udyog Vihar. "These areas, which are closest to Delhi, would now be seen as Delhi's extension. Prices would increase and so would the demand," said Avinash Piplani, a real estate expert.

"We are also going to notice how the relevance of Udyog Vihar as a commercial destination is going to increase. Going to work in Udyog Vihar was a difficult proposition but now, with the toll gone, setting up offices there would make sense. We are expecting an increase in prices of at least 10 to 20% in most Gurgaon properties," said Ajay Midha of Ray White, a property dealer.

"Many dead property zones, which had shown no movement over the last few years, might just start showing positive results. We are expecting a positive response in buying, selling, investing and re-investing in all those inventories that were stagnant over the last year or more

दिल्ली से आगरा तक यमुना एक्सप्रेसवे की तर्ज पर 265 किलोमीटर की महत्त्वाकांक्षी दिल्ली-जयपुर एक्सप्रेसवे के लिए मार्ग की पहचान कर ली गई है। सड़क परिवहन एवं राजमार्ग मंत्री सीपी जोशी ने यह बात कही।

जोशी ने बताया, 'सड़क कहां से जाएगी, इसका निर्धारण कर लिया गया है। हम सार्वजनिक-निजी हिस्सेदारी (पीपीपी) मॉडल पर एक्सप्रेसवे चाहते हैं।' उन्होंने कहा कि एक्सप्रेसवे के लिए राष्ट्रीय राजधानी से आरंभिक केंद्र इंदिरा गांधी अंतरराष्ट्रीय हवाईअड्डा होगा। एक्सप्रेसवे के लिए विस्तृत परियोजना रिपोर्ट को अंतिम रूप दे दिया गया है। जोशी ने कहा कि एक्सप्रेसवे के साथ साथ कुछ जगहों पर रियल एस्टेट केंद्रों का विकास किया जाएगा। उन्होंने कहा, 'हमने इसके लिए भी जगह पहचान ली है।' इसके लिए दिल्ली, हरियाणा और राजस्थान सरकारों के साथ बातचीत चल रही है। मंत्री ने कहा, 'हमें राज्य सरकार से सहमति लेनी है। हालांकि इस पर कितने निवेश की जरूरत पड़ेगी, इसका आकलन अभी तक नहीं किया गया है, लेकिन इसके वित्त पोषण का नया मॉडल होगा।'

Navi Mumbai : The City and Industrial Development Corporation has crossed another hurdle on its ambitious project – the Rs.15,000 cr Navi Mumbai International Airport. In a recent meeting between top Cidco officials and villagers, who were opposing the relief package after land acquiring – have sorted out most of the differences.
The nodal agency has already initiated joint measurement of dwellings on gaothan land to be rehabilited as the deadline for tendering process is approaching fast, a source knowing the development said. Top Cidco officials are in touch with opposing six villages, aiming an early resolve on contentious issue over the land compensation deal, he added.
Recently, representatives of the Pargaon Gram Panchayat, had a meeting with Cidco MD Sanjay Bhatia and joint MD V Radha. The representatives, who held talks with Cidco officials had reportedly conveyed that they have no objection on state government offered package. However, they said that they were more concerned about flooding in the area, which may happen due to changing the course of Ulwe River, houses coming up in the area and legal cases pertaining to some land.
Cidco has fixed June 18 for the tendering process as it is required before the bidding for the request for qualification to appoint a strategic partner for the developing the land. So far the government has estimated at about Rs.15,000 cr. As the differences have narrowed down, the Cidco has initiated joint measurement of houses, a source said on condition of anonymity.  “The nodal agency is just a mile away from completing the survey,” a Cidco official said. It is learnt that work is completed in villages such as Kopar, Ganeshpuri, Ulwe, Kombadbhuje, Targhar and Chinchwada. In coming days, the will be taken for three more villages -Vaghiwali, Vaghivali Vada and Koli.
The state government has offered 22.5% of developed land with an average FSI of 2. They will get FSI of 1.5 for 12.5% of developed land. Project Affected Persons (PAPs) will also get 100 shares in companies who will develop the airport project. “This is so far best package offered to any PAPs by the state government and even it is better than the central government’s offer,” claims a Cidco official.
However, there is still some resentment among among a section of the villagers, who are opposing the package under the leadership of Navi Mumbai Antarrashtriya Vimantal Samiti. On the otherhand, the government is optimistic that opposing villagers would accept the package being offered by it.

In a minor hiccup for the Navi Mumbai airport, the City Industrial and Development Corporation (CIDCO) is considering extending the submission date for the project’s request for qualification (RFQ) bids. The extension of the submission bids comes in the backdrop of requests from interested bidders who have sought time to make their submissions.
The bids were to be submitted on June 18. Such extension requests are common in most infrastructure projects that have been taken up by the state in the city. However, the Navi Mumbai Airport is already much delayed. Under the original plan, CIDCO was planning to start work on the project in 2010.
“We have received requests from bidders. We will decide on the issue in the project monitoring and implementation committee (PMIC) meeting that will be held on May 6,” said CIDCO Managing Director Sanjay Bhatia. The PMIC is a eight-member team that is headed by the state chief secretary. It was set up in December 2012 to ensure speedy implementation of the project. Over 20 firms have evinced interest in taking up the project and had participated in the pre-bid meeting that was held on April 2. CIDCO had come out with the bid for the RFQ on February 5.

RFQ is the first stage of the bidding process in which CIDCO will finalise which of the players are eligible for the actual bidding of the project. Only those who clear the RFQ stage will be allowed to bid in the request for proposal (RFP) stage. Interested companies will be evaluated on the basis of their financial position and their technical capability. CIDCO was planning to start construction work in 2010 and was planning to flag off the first phase of the project by September 2013. However, the project was stuck in clearance delays, as well as opposition from those who had to part with their land.

MUMBAI: The Navi Mumbai international airport project got a fillip after it was announced that three more villages in Pargaon grampanchayat had decided to opt for the government's compensation package.
 Now, only three hamlets are holding out against the deal. After several villages and panchayats approved the government policy for compensation, six villages from two panchayats were still opposing. On Tuesday out of six three villages did not raise a single objection to the compensation package placed before them by the City and Industrial Development Corporation (Cidco), the nodal agency for the Rs 14000 crore project, at a meeting.
 "Around 70 to 80 members from Pargaon, Dungi and Koli villages, mostly including women, have indicated their willingness to go ahead with Cidco's offer. We hope three more villages will also join the project," said Cidco joint managing director V Radha.
 According to officials, the compensation will be valued around Rs 17 crore per hectare compared with the current market value of Rs 17 lakh per hectare once the project's phase I gets developed in next four years. According to the deal, villagers will get back plots measuring 22.5 per cent of their original land fully developed and in a non-coastal regulation zone next to the airport.
 They will also get an extra FSI of 2. Hundred shares of Rs 10 will be given to each project-affected person's (PAP) family and Rs 1,000 per square ft for reconstruction of houses. Sources said each PAP with one acre of land will get a developed plot worth at least around Rs 3.5 crore when the airport is ready.
 With this development, Mumbaikars can expect construction to start in a year and the first phase of the airport, with a runway and a terminal, to be ready by 2017. "If the FSI is considered, the land compensation works out close to 30 per cent," said sources.
 With the government decision, PAPs can now get compensatory land located more than 200 metres from the existing area of their residence. The affected villagers will mostly be rehabilitated in a new township called Pushpak Nagar, and in Wadghar and Wahal villages around the project area. Under the project plan a rare island village of Waghivali in Panvel creek will be converted into a mangrove lagoon and its ecology will be maintained, said Cidco officials.

green city near proposed Navi Mumbai International Airport to become reality in 30 years

NAVI MUMBAI: A parallel city, much bigger than Navi Mumbai, is being planned by the City and Industrial Development Corporation (Cidco) near the proposed Navi Mumbai International Airport (NMIA) in 30 years to accommodate over 80 lakh people.

The state government has given its nod for creation of the township and named it Navi Mumbai Airport Influence Notified Area (Naina).

Keeping in mind the rise in population and development in the region once the airport comes up, Cidco has been accorded the status of the special planning authority. It is the sole nodal agency to develop Naina as a smart, intelligent and green city.
